*Rubio Visit Shows Modi Govt. Has Ceded Policy Making to Big Business*

Last week, some rather bizarre events took place that point to a dire and dangerous direction India is heading to. Marco Rubio, US Secretary of State (their foreign minister), landed in Mumbai, held a flurry of meetings and headed off to Jamnagar, to meet the folks at Reliance, as Sergio Gor, US Ambassador to India put it. Rubio skipped New Delhi altogether, explaining the trip as being business-oriented. In Mumbai, Rubio had a formal meeting with his Indian counterpart, S.Jaishankar, where they reportedly discussed trade, defence, technology and energy security. In other words, it was a formality, signifying nothing substantive. Rubio also met Gautam Adani, and N.Chandrasekaran, chairman of the Tata Group. 

Coinciding with this trip, a photo of Indian petroleum minister Hardeep Puri chatting with the late Jeffery Epstein, convicted child rapist, sex trafficker and power broker went viral on social media. The picture is not new it was released in January 2026 by the US Department of Justice, as part of the Epstein Files. It showed the duo sitting in what looks like a boudoir with nobody else present in direct contradiction to Puris laboured explanation given earlier this year that he had only met Epstein with a delegation. What was strange was that it surfaced again in a big way just as Rubio was visiting the Ambanis, owners of the worlds largest refinery located at Jamnagar, ostensibly to discuss diesel supplies to the US and processing Venezuelan crude in Jamnagar. These are matters which the petroleum minister would normally be concerned with. But of late, Puri appears to be in hiding. Clearly, somebody was trying to blackmail the Indian government by recirculating the shameful meetings photo. 

Before unpacking the real meaning of these events, and their backstories, what needs to be noted is that Modi appears to be getting sidelined in his own country as global oligarchs and US officials are directly dealing with local big business. Rubio, in fact, declared that the US-India free trade deal is almost finalised something that concerns the Indian Government but the External Affairs ministry only noted progress.Either Modi doesnt care, or more likely, these power brokers dont care. Whatever be the case, it is a dangerous drift which is ceding the countrys policy making and interests to corporate monopolists. This is evident in the fact that there was no comment about all these comings and goings from the top echelons of power. Tech billionaire Musks sarcastic post on X sarcastically addressing Mukesh Ambani as Prime Minister and calling him the real boss of India has a whiff of truth.

What was really going on in the Rubio visit? Lets try to figure it out.

*US-India Trade Deal*

Readers will recall that the India-U.S. Bilateral Trade Agreement is apparently paused, although claims of progress in talks are made intermittently. In an interview, Rubio said both countries were incredibly close to an agreement, adding that, .we are weeks, not months away from I think, finalizing it.  I think 99 percent of the work is done I feel very positive about the trajectory that its on. Back in June, Sergio Gor had said almost the same thing while explaining that India wants duties on its exports to US reduced below competitors. In February this year, a Framework Agreement had been announced by both sides to much celebration. It was to lay the basis of further talks and finalising the deal. Major concessions were given by India including commitment to import $500 million worth of goods over five years from the US apart from taking steps to eliminate or reduce tariffs on all U.S. industrial goods and a wide range of U.S. food and agricultural products. Details of this surrender were explained in earlier issues of Peoples Democracy. Apart from the negotiating issues, Modi government has faced mounting and angry protests by farmers, trade unions and Left parties at this deal because it will cause devastation in the agriculture sector, as also in industries, especially MSME sector. 

Rubio was trying to break this deadlock by mobilising big businesses in India to pitch in and help get the deal done. That is why the belittling of obstacles to the deal, and the promises of investment opportunities in US. He realises that Modis weak position in the country and his governments complete subservience to big business can be manipulated to get a profitable deal for the US. Note that he took the opportunity to press for imports of US technologies and systems which is a euphemism for weapons. Rubio was casting the net far and wide to catch as many fish as possible.

On their part, the tycoons couldnt care less for farmers and workers. They had stood in support of the three farm laws that would have corporatised agriculture, but the Modi government was forced to retreat due to heroic resistance by farmers. The tycoons have also been flag bearers for labour reform welcoming the four Codes that reduce workers to slave like status. So, it is more than likely that the Ambanis and others will do their best to put across the US viewpoint to the government. 

*Oil Deals*

Rubios visit to Jamnagar had multiple objectives as far as oil and its products are concerned. One immediate and urgent purpose was to persuade Ambani to increase export of diesel to US, where retail diesel prices have risen by up to 77 per cent in the past one year. This is a key factor driving up cost of living, which is the single biggest issue in the upcoming mid-term elections for the US Congress. Trump led Republicans are trailing heavily according to opinion polls, with the Reuters/IPSOS poll putting Trumps approval rating at just 31 per cent. So, an injection of diesel supplies in the markets might soothe the discontent a bit. 

Reliances Jamnagar refinery is one of the biggest producers of diesel in the world. According to media reports it exported 21.66 million tonnes of refined petroleum products in the first half of 2025. Of this, diesel made up the largest share of 9.81 million tonnes, followed by petrol at 6.14 million tonnes and jet fuel at 2.06 million tonnes. According to data cited by the Finnish think tank CREA, Reliance exported $143 million worth of oil products to the US in September 2026. To facilitate Reliance oil products exports to US, Trump recently eased the 100 per cent tariff on those suppliers using Russian crude oil that was made into law only last month by US Congress. Russian crude had reached almost 50 per cent of imports by Reliance in 2025 but had declined after tough US sanctions. In fact, Trump has now signed a deal with Russia itself to allow diesel imports. All this because of the looming mid-term elections.

But the oil story doesnt end here. Conglomerates led by the likes of Ambani and Adani are searching for profits overseas even as they refuse to invest more in India because the returns here are much less. So, Rubio was also affirming the earlier deal of Reliance investing up to $300 billion in an oil refinery in Texas, and buying arrangement of its products. Remember that Adani recently promised $10 billion investment in US after bribery charges against him were dropped. 

*Epstein Fallout*

While the re-circulation of Puri-Epstein image smacks of vested interests trying to damage Puris (and Indian governments) reputation at a time when he could have been involved in the Rubio-Ambani negotiations, the more important dimension is how and why has the Modi government allowed a minister clearly involved with a sex criminal to continue for so many months. His name does not figure in the Rajya Sabha candidates list announced by BJP recently. So, perhaps he will be eased out. But allowing him to continue during a crucial period when the whole world was rocked by the oil shock after US-Israel attack on Iran in February, was not only an impropriety but created a danger of precisely the kind of blackmail that is attempted now. After all, at least 16 public personalities across 10 countries have had to remove themselves (or be removed) from public office or face criminal investigation for association with Epstein, while hundreds of others face uncertainty because they have been mentioned somewhere in those 3 million documents.

*Can Modi Handle All This?*

Prime Minister Modi has been claiming that he and his party keep India First; that they are true nationalists; that they can be Vishva Guru (Teacher of the World); that they are most efficient, most people-oriented in short, the best. However, handing over vital economic decisions to billionaires, prostrating themselves to bullies like Trump and corrupt maniacs like Netanyahu, becoming supplicants of big business and the global elite, are signs that sadly our government is not serving the people. Its economic policy will lead to recolonisation of the country while its social-cultural ideology is pushing India back into medieval darkness. Modi cant handle the modern world, and India needs to be saved from him, and the BJP/RSS.

*Resisting Mega-Dams : Indigenous Rights, Ancestral Land and the Politics of Development in Arunachal Pradesh*

The Siang Upper Multipurpose Project (SUMP) has naturally emerged as a serious concern for the indigenous communities of the Upper Siang, Siang, and East Siang districts of Arunachal Pradesh. Conceived in 2008 as Indias largest hydropower project, the 11,200 MW project, proposed across three districts of the Siang Valley, is now being projected as a strategic countermeasure to Chinas similar plans upstream. The proposed mega-dam, estimated to have a storage capacity of approximately 9.2 billion cubic metres, has encountered strong opposition from several organisations, including Adi Banne KebangUnited, the Siang Indigenous Farmers Forum, and the Adi Galo Welfare Society. These groups fear that the dam could submerge 27 villages and displace 1.5 lakh people, in addition to inundating vast tracts of fertile paddy fields along the river. Beyond the legitimate concern for safeguarding ancestral land, resistance to the proposed dam has also raised serious questions about the protection of cultural heritage, traditional livelihoods, and the food security of the indigenous communities of the valley. Ignoring the growing intensity of the protests, the Arunachal Pradesh State Cabinet, on September 23, 2026, adopted a resolution approving the constitution of an Empowered High-Level Committee to guide and coordinate the pre-feasibility report survey and associated activities for the proposed Siang Upper Multipurpose Project.

While the people, through their peaceful movement, demanded transparency and accountability from the state government, as well as a viable plan for the resettlement and rehabilitation of the affected villages, the government resorted to manipulative mechanisms rather than offering any convincing solutions. Steps were reportedly taken to strengthen a pro-dam lobby in the villages, particularly by involving village heads, panchayat leaders, and government officials. The attempt to manufacture public consent was accompanied by the adoption of coercive measures and the characterisation of those opposing the dam as anti-national, anti-social, and anti-developmenta strategy commonly employed by BJP governments to delegitimise dissent. Concomitantly, the government deployed paramilitary forces at various locations across all three districts to suppress the voices of indigenous people opposing the pre-feasibility surveys. Consequently, tensions surrounding the peaceful movement escalated into violence in Pasighat on the night of October 23, when some protesters allegedly set fire to a police station, an NHPC office, and police vehicles, besides vandalising the residences of political leaders.

As a potential mechanism for controlling the perennial flooding of the Brahmaputra, a large dam on the Subansiri, a tributary of the Brahmaputra, was first envisaged by the Government of Assam in the mid-1950s. The idea took the shape of a concrete proposal in 1982 when the Brahmaputra Board, a statutory body established under an Act of Parliament in 1980, formulated a project plan. However, the proposal not only failed to attract investment but also encountered stiff opposition because of its potential ecological impacts and the submergence of land. The prevailing political environment favoured small and micro-hydropower projects to meet local energy requirements.

Following political negotiations between the Brahmaputra Board and the Government of Arunachal Pradesh, headed by Gegong Apang, the original project was reassessed in the mid-1990s. The revised proposal formulated by the Brahmaputra Board envisaged breaking up the massive dam project into six smaller projects, three each on the Subansiri and Dibang rivers. The Gerukamukh site in the lower reaches of the Subansiri was selected for the first project. In 2000, the Central Government directed the Brahmaputra Board to entrust the execution of the project to the National Hydroelectric Power Corporation (NHPC Limited).

The Lower Subansiri Hydroelectric Project was followed by the Dibang Multipurpose Project. Although the foundation stone of the latter was laid in 2008 by the then Prime Minister, Manmohan Singh, the Union Cabinet approved the project in July 2019. Construction activities formally resumed following a fresh foundation-stone-laying ceremony on March 9, 2024, led by Prime Minister Narendra Modi.

Both the 2,000 MW Lower Subansiri Hydroelectric Project and the 3,000 MW Dibang Multipurpose Project have faced strong opposition from numerous organisations, including various political parties. The resistance, particularly against the Lower Subansiri project, has raised fundamental questions about the environmental sustainability of such mega-dam projects. Although the opposition was largely concentrated in the adjoining districts of Assam, the prolonged anti-dam movements brought into focus serious concerns regarding the adequacy of the project's environmental impact assessment, potential downstream flooding, riverbank erosion, seismic risks, biodiversity loss, and the disruption of local livelihoods. Concurrently, some organisations also sought judicial intervention to challenge aspects of the project.

Although the prevailing politico-juridical environment favoured the construction of mega-dams, the state machinery and the project-executing authorities found it possible to gradually weaken the resistance of a movement that lacked a coherent ideological framework and sustained organisational support. The authorities pursued a developmentalist agenda under the guise of corporate social responsibility (CSR) to defuse the decade-long movement, which had also attracted considerable academic attention. Efforts to secure local support included assistance for piggery, sericulture, and handloom enterprises, improvements in road infrastructure, rural electrification, and the creation of local employment opportunities.

This quid pro quo approach helped facilitate the project's partial operationalisation. Nevertheless, the genuine concerns of the people, their anxieties about downstream impacts, and the uncertainties surrounding the project's ecological consequences have remained inadequately addressed. These anxieties have been reinforced by the recurring devastation associated with the Ranganadi Hydroelectric Project, which is considerably smaller than the Lower Subansiri Project. The experience of the Ranganadi dam has consequently intensified apprehensions about the potential downstream consequences of the much larger Subansiri project.

In addition to serving the interests of corporate houses, hydropower development has long been viewed by the government of Arunachal Pradesh as a business proposition. Following the finalisation of the Lower Subansiri Project, the government initiated its Hydropower Policy in November 2005, primarily involving private developers, with the aim of generating 57,000 MW of electricity. Subsequently, the government signed memoranda of understanding (MoUs) with a large number of private and public sector companies. Reportedly, some private companies, despite lacking prior experience in hydropower development, secured projects by making upfront payments to the state exchequer. Such allegedly corrupt practices adopted by the state government inevitably raised questions about its prioritisation of financial gains at the expense of ecological sustainability.

The informed sections of Arunachal Pradesh's population must have taken cognisance of the inequitable design of the Government of India to transform the Northeast, particularly Arunachal Pradesh, into a hydropower huba strategy concretised in the plans of the Central Electricity Authority (CEA). The Master Plan for Evacuation of Power from Hydroelectric Plants in the Brahmaputra Basin, released in October 2025, provides a framework for transmitting up to 76 GW of electricity generated by hydropower and pumped-storage projects from one of India's most resource-rich river systems. The plan covers 208 large hydropower projects across 12 sub-basins, with a potential installed capacity of 64.9 GW, alongside an additional 11.1 GW from pumped-storage plants. Ostensibly, the plan aims to meet the country's growing electricity demand, with the total estimated investment in transmission infrastructure amounting to approximately 6.43 lakh crore. However, the plan's justification rests largely on the narratives of national security and economic development, while giving insufficient consideration to the seismic vulnerability of the basin, ecological consequences, and other pertinent socioeconomic concerns.

It is worth mentioning that the Siang Upper Multipurpose Project (SUMP) was initially planned in 2013 as two smaller projects: Siang Upper Stage I (6,000 MW) and Stage II (3,750 MW). Reportedly, on 26 September 2017, the plan was revised following negotiations between a delegation from Arunachal Pradesh, led by the Chief Minister, and representatives of the NITI Aayog. Consequently, the proposal was modified to construct a single, 250-metre-high dam with a greater generating capacity of 11,200 MW but at a 25 per cent lower cost. Given the relatively dense population of the Siang valley, the project's impact is expected to be considerably more severe and extensive than that of the other major hydropower projects being developed in the state, including those in the Subansiri and Dibang valleys.

As reported by The Hindu, the people of the Siang valley are neither persuaded by the government's argument that the project will generate revenue for the state nor convinced by the narrative of security threats arising from China's Medog dam project on the same river in Tibet. Their primary concern, however, is their own survival and their right to live with dignity while preserving their identity, traditions, and customs, as well as their customary rights over their land and the natural resources it sustains.

In the light of the above, the present movement launched by the people of the Siang Valley cannot be understood simply as opposition to a hydropower project per se. Although the movement was triggered by pre-feasibility surveys and drilling associated with the Siang project, it is intrinsically linked to the traditional and customary rights of indigenous people over their ancestral lands, the ever-increasing distrust of the corporate logic of development and the national security narrative propagated by the neoliberal state, as well as accumulated environmental anxieties. 1. President Smt Droupadi Murmu congratulated the Armed Forces Medical Services on successfully conducting Operation DRISHTI, a mega multi-specialty medical camp at Rairangpur in Odisha. She said a large number of patients received treatment and several sight-restoring eye surgeries were performed, reflecting the AFMSs commitment to quality healthcare in underserved regions.

2. 4. PM Shri Narendra Modi said Indias Metro network has grown from 248 km in five cities in 2014 to nearly 1,200 km in 26 cities today, with over one crore people travelling by Metro every day. He said this means less time in traffic, greater productivity and better opportunities in urban India.

5. Vice-President Shri C.P. Radhakrishnan addressed the valedictory session of the Bharat Renewable Energy Summit & Expo 2026 at Bharat Mandapam, New Delhi, and said Indias non-fossil fuel capacity has crossed 300 GW. Minister Pralhad Joshi said the sector has drawn over 15 lakh crore of investment in a decade and that the summit had over 75,000 visitors from more than 130 countries.

6. The Union Government released the regular tax devolution instalment of 1,09,019 crore to the States on 5 November, advancing it from the usual 10 November date in view of the festive season, so that States can speed up capital spending and welfare outlays, the Finance Ministry said.

7. The Culture Ministry signed an MoU with Google Arts and Culture to digitise and share Indias heritage ASI monuments, national museum collections, Gyan Bharatam manuscripts and living traditions using advanced digital tools. Culture Secretary Vivek Aggarwal said the partnership will also support the upcoming Yuge Yugeen Bharat Museum in the North and South Blocks.

8. UIDAI has onboarded 300 Offline Verification Seeking Entities (OVSE) since the January rollout, MeitY said, expanding consent-based, paperless Aadhaar offline verification across hotels, healthcare, education, events and the gig economy. The Aadhaar App has recorded nearly 7.5 crore downloads.

9. The Ministry of Mines launched the ninth tranche of the critical mineral block auction and the third tranche of the exploration licence auction, and unveiled related reforms. The 4th Conference of Mining Ministers is being held in Goa on 56 November.

10. Science and Technology Minister Dr Jitendra Singh announced a vision of debris-free space by 2030 while virtually inaugurating start-up Cosmoserve Spaces Base 1 facility in Hyderabad for active space debris removal and in-orbit servicing. He said Indias space economy is nearly $9 billion and the number of space start-ups has grown to about 450.

11. Home Minister Amit Shah inaugurated the Azadi Ki Pehli Ladai (1857) Ka Shaheed Smarak at Ambala Cantonment, Haryana, a 22-acre memorial with 22 galleries built at a cost of 594 crore. Earlier he led the BJPs Loktantra Bachao, Arajakta Hatao padyatra in Karnal. 

12. The Election Commission announced a Special Summary Revision (SSR) of electoral rolls in Arunachal Pradesh, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Mizoram, Odisha and Sikkim, with 1 January 2027 as the qualifying date. Draft rolls will be published on 30 November and final rolls on 21 January 2027.

13. UPSC declared the written result of the Civil Services (Main) Examination 2026; 2,526 candidates have qualified for the Personality Test (interview). The interview schedule will be notified later, and candidates must update their online forms from 11 to 25 November.

14. The Ministry of Railways held a cultural programme at Rail Bhawan, New Delhi, marking the fourth and final phase of year-long celebrations of 150 years of Vande Mataram, with mass singing, essay and quiz contests and a Tiranga rally. The first phase began with mass singing on 7 November 2025.

15. The Chhattisgarh Legislative Assembly will become a zero-paper House under the National e-Vidhan Application (NeVA) within about three months, with tablets at every MLAs desk and digital access to questions, notices and agendas. CHiPS will be the nodal agency, with support from NIC and NICSI.

16. Researchers at JNCASR, Bengaluru, have developed a silicon chip that guides terahertz waves around obstacles with little loss, achieving data rates up to 100 Gbps in lab tests using topological photonics. The work could aid compact high-speed circuits for future 6G communication.

17. The Bahamas joined the International Solar Alliance as its 116th member. High Commissioner Peter Nicholas Symonette Jr. handed over the Instrument of Accession to Joint Secretary P.S. Gangadhar on the sidelines of the ninth ISA Assembly in New Delhi.

18. Tamil Nadu topped NITI Aayogs India Science & Technology Scoreboard for research publications in 2024-25 with 44,611 papers, ahead of Uttar Pradesh (29,298), Maharashtra (28,947) and Karnataka (27,970). The State also led in patent filings.

19. Delhis AQI stood at 374 (Very Poor) at 7 PM on 5 November, the CPCB said, with mainly clear skies and shallow fog or mist forecast for the morning. GRAP Stage II remains in force across the NCR amid continued concern over stubble burning and festive pollution.

1. Former Supreme Court judge Justice Rajesh Bindal has been appointed Chairperson of the National Company Law Appellate Tribunal (NCLAT), filling the post vacant since Justice Ashok Bhushans tenure ended on 4 July 2026. Justice Bindal, earlier Chief Justice of the Allahabad High Court, served in the Supreme Court from February 2023 till his retirement on 15 April 2026.

2. NPCI has set up a wholly owned subsidiary, NPCI Tech Solutions Limited (NTSL), and appointed its Chief Technology Officer Vishal Kanvaty as Managing Director and CEO. NTSL will work on AI, blockchain and Digital Public Infrastructure tools such as eKYC Setu and the Unified Ticketing Platform. Kanvaty has been with NPCI since 2017 and was CTO from April 2023.

3. Former IAS officer Ripnar Lyngdoh was sworn in as Meghalayas State Chief Information Commissioner on 5 November by Governor C.H. Vijayashankar at Lok Bhavan, Shillong. Her term is two years or till she turns 65, whichever is earlier; the post fell vacant after Rebecca V. Suchiangs death in August.

        *LEGAL REPORT*

1. The Supreme Court held that the constitutional 24-hour limit under Article 22(2) for producing an arrested person before a magistrate runs from the moment liberty is actually restricted, not from formal registration of arrest. Calling custodial violence an unfortunate reality of the country, it said detention beyond 24 hours without production entitles the person to release.

2. The Supreme Court transferred Samajwadi Party leader Azam Khans plea against his arrest by the Enforcement Directorate on 31 October to the Allahabad High Court, asking a Division Bench to hear it on 16 November even during vacation. The Bench of CJI Surya Kant and Justice Joymalya Bagchi did not comment on the merits.

3. The Supreme Court restored an eviction order in a landlordtenant dispute after nearly 40 years of litigation, holding that prolonged litigation cannot defeat a landlords legitimate need for the premises.

4. In freedom fighters pension claims, the Supreme Court said authorities must take a practical approach and not insist on strict documentary proof that may be impossible to produce after decades.

5. NPCI told the Supreme Court in an affidavit that merchants cannot pass on the Merchant Discount Rate (MDR) to customers under the revised UPI pricing framework, and UPI apps cannot charge users platform fees. It said MDR applies to only about 0.4% of person-to-merchant transactions above 2,000.

6. The Centre told the Supreme Court that it is considering a special committee to review the UGCs 2026 equity regulations for higher education institutions. The Court underlined that any framework must protect the interests of all students while ensuring protection from discrimination.

The court questioned whether corporators were doing anything meaningful for the citizens who elected them, particularly in areas facing persistent garbage dumping and unhygienic conditions.

*1. HIGH COURT QUESTIONS CORPORATORS' PERFORMANCE*

A bench of Justices Girish Kulkarni and Neela Gokhale questioned the role of elected representatives in maintaining cleanliness.

The judges observed that corporators appeared to be doing little beyond criticising the BMC administration.

The court asked whether any corporator had demonstrated concrete efforts to keep their ward clean.

The judges questioned whether corporators were more interested in securing votes than solving public problems.

The court reminded elected representatives that they have responsibilities towards the people and areas they represent.

Residents of Kannamwar Nagar and surrounding areas have complained about persistent foul odours, toxic gas emissions and potential health hazards.

The problem reportedly affects Kanjurmarg, Bhandup, Vikhroli and Mulund.

Residents have complained that the unpleasant smell continues even during nighttime and early mornings.

*4. BMC'S EXISTING MEASURES NOT SATISFACTORY*

The court expressed dissatisfaction with the measures taken by the BMC to control pollution.

The civic administration and its contractor had installed 27 mist sprinklers to control foul odours.

However, the court observed that these measures had not delivered satisfactory results.

The judges said temporary measures such as sprinklers would not solve the underlying garbage-management problem.

The court called for a permanent and scientific approach to waste management.

After studying law, he became a barrister and established a successful legal practice.

He later joined the freedom movement under the leadership of Mahatma Gandhi.

*Kheda Satyagraha 1918:* Played an important leadership role in the farmers struggle concerning land revenue.

*Bardoli Satyagraha 1928:* Led the farmers movement. It was after this movement that he came to be known as Sardar.

*Congress Leadership:* Served as President of the Indian National Congress at the Karachi Session in 1931.

*Quit India Movement 1942:* Played an active role against British rule and was imprisoned.

*🇮🇳 1939 NAGINA MOSQUE ATTACK IN BHAVNAGAR*

*14 May 1939:* Sardar Patel arrived in Bhavnagar to preside over the session of the Bhavnagar State Praja Parishad.

During a procession, an armed attack took place near Nagina Mosque at Khar Gate Square.

Bachubhai Patel and Jadhavbhai Modi suffered serious injuries while protecting Sardar Patel and subsequently died.

Arrests and trials followed. Some later sources have claimed that the attack was connected with the Muslim League and was pre-planned.

*🇮🇳 1946 THE DECISIVE NEHRUPATEL EPISODE*

The selection of the Congress president in 1946 was highly significant because it was connected with Congress leadership in the Interim Government.

According to published historical accounts, 12 of the 15 Provincial Congress Committees supported Patel, while Nehru did not receive a nomination at the Provincial Congress Committee level.

Mahatma Gandhi preferred Nehru for the leadership.

*🇮🇳 3 JANUARY 1948 CALCUTTA MAIDAN SPEECH*

*3 January 1948:* Sardar Patel addressed a large public gathering at Calcutta Maidan. According to a published biographical source, more than five lakh people attended.

In his speech, Patel spoke about the challenges facing India after independence, national unity and the responsibilities of citizens.

His speech also raised strong questions concerning the loyalty of Muslims who remained in India after Partition and their role in the creation of Pakistan.

*🏭 J.R.D. TATAS VIEWS*

In a 1987 Doordarshan interview, J.R.D. Tata shared his views on Nehru and Patels leadership and economic policies.

Tata expressed disagreement with Nehrus socialist economic policies, nationalisation and bureaucracy.

It was Tatas personal assessment that if circumstances had been different and Sardar Patel had come to lead the country, Indias economic path might have been different.

*1. PAKISTAN TO CHAIR IMF AND WORLD BANK BOARDS*

Pakistan has been selected to chair the Boards of Governors of the International Monetary Fund (IMF) and World Bank Group in 2027.

Economic Affairs Minister Ahad Khan Cheema was announced as the incoming chair on October 16, 2026, during the annual meetings in Bangkok.

Pakistan is returning to the position for the first time since 1953.

The chairmanship is a rotating diplomatic and procedural role; it does not give Pakistan control over loan approvals or additional voting power.

*2. PAKISTAN REMAINS DEPENDENT ON IMF FINANCING*

Pakistan is receiving support under a $7 billion IMF Extended Fund Facility.

It also has a $1.4 billion Resilience and Sustainability Facility.

A further approximately $1.2 billion was expected following a staff-level agreement, subject to IMF Executive Board approval.

The continuing need for external financing highlights Pakistans economic challenges.

Pakistans 12 kg LPG cylinder reportedly rose from PKR 4,500 to PKR 7,0008,200 within days.

Skardu: around PKR 8,200.

Consumers face higher cooking-fuel costs as shortages worsen.

*4. IRAN BORDER CLOSURE DISRUPTS LPG SUPPLIES*

Pakistan suspended trade through the GabdRimdan and Taftan crossings on October 17.

Traders say LPG imports through these routes have been halted.

Pakistan reportedly imports around 7,000 metric tonnes of LPG daily from Iran, including over 4,000 tonnes through GabdRimdan.

Hundreds of trucks, including LPG tankers, have been stranded.

Although GabdRimdan reopened for Pakistani exports of perishable goods, LPG imports remained suspended at the time of reporting.

Traders warn that shortages could worsen as winter approaches.

*Statehood is the minimum the Centre owes Jammu and Kashmir*

Seven years after August 2019, Jammu and Kashmir has an elected government, a functioning Assembly and regular official assurances that the situation is normal. On September 28, that Assembly passed a resolution asking the Government of India to do what it had promised long ago, which is to return full statehood. The fact that the House had to ask again, two years after the people voted, says a good deal about where things stand.

The issue does not belong to one party or one region. It concerns anyone who believes that a democracy is judged not only by whether elections are held, but by whether those who win them are allowed to govern.

*WHAT THE HOUSE HAS NOW ASKED*

The resolution is short. It describes itself as coming In addition to the Resolutions passed by this House on 26th June 2000 and 6th November 2024, this House calls upon the Government of India for the immediate and urgent restoration of full statehood to Jammu and Kashmir and resolves that this Resolution be forwarded to Government of India. The Chief Minister moved it on September 25. It was passed by voice vote on September 28, after nearly four hours of debate, with BJP members walking out.

A resolution cannot restore statehood by itself, and it was never meant to. It is a request, made on behalf of the people by the House they elected. But it came only after two years of waiting.

The two earlier resolutions it refers to are the ones that angered the BJP, so it is worth recalling what each said.

In 2000, the National Conference government brought the report of the State Autonomy Committee before the House, which had lain on its table since April 1999. After five days of debate in a special session, the House on June 26 recorded "its approval of the same and its acceptance of the recommendations made therein" and asked the Union and state governments to implement them. The report sought a return to the constitutional position before 1953. Members of the BJP, Congress and JD(U) walked out that day. On July 4, the Union Cabinet rejected it, saying that accepting it would turn the clock back.

In November 2024, a few weeks after the present government took office, the House passed a second resolution. It reaffirms the importance of the special status and constitutional guarantees and expresses concern over their unilateral removal. It also asked the Centre to initiate dialogue with elected representatives of people of Jammu and Kashmir. It did not lay down a constitutional formula. It asked for talks. BJP members tore copies of it, and it went through by voice vote amid noise.

This time the Chief Minister kept Articles 370 and 35A out of the text, so that the BJP would have no excuse to disrupt the House. Some members of the ruling side, independents and PDP members moved amendments to bring them back. The Chief Minister asked them to withdraw, saying the House had already passed two resolutions on special status, and they agreed. The Congress, the National Conference, my own party, the PDP and the People's Conference all supported the resolution.

*A BOND, NOT A FAVOUR*

Behind all this lies the question of what Article 370 was. It has too often been described as a privilege granted out of convenience, one that could be withdrawn just as easily. It was the constitutional form of a bond between the people of Jammu and Kashmir and the Union, worked out in the Constituent Assembly of India at a time when the Maharaja hesitated and the people, with no army of their own, chose to link their future with India's national leadership through instrument of accession with several Articles associated with it. That bond was carried forward through the 1952 Delhi Agreement. The state's own Constituent Assembly then examined it and dissolved without recommending any change to the Article.

The Supreme Court upheld the abrogation in December 2023, and I do not question the Court's authority. But a step being held legal does not make it settled in the minds of people who were not consulted. What was done in August 2019 was the alteration of a negotiated relationship by a Parliament in Delhi, and not by the people or the institutions that had shaped it. That is why every grievance below leads back to the same question.

*WHAT THE CHIEF MINISTER TOLD THE HOUSE*

In his speech on the resolution, the Chief Minister gave the House a list of what an elected government in a Union Territory cannot do. He said two years had passed since the government took office and the promise was still unkept. He asked how the Supreme Court's direction to restore statehood "at the earliest" could stretch to two years. He asked what the Centre means by an "appropriate time", and whether restoration depends on militancy ending. If it does, he said, the decision effectively rests in Islamabad, and not in New Delhi. He added that statehood belongs to the people and not to any party or family.

Then he gave examples from his own government's daily work. Nearly two years after it took office, Jammu and Kashmir still has no Advocate General, even though the government has formally taken up the matter. The Business Rules were sent to the Centre about two years ago and have not been approved, so there is still confusion about who can exercise which power. A committee formed to examine the regularisation of daily wagers has not submitted its report, and the Chief Minister said the reason is that this is a Union Territory.

The decision on reservation shows the same pattern. It was taken by the Cabinet after a sub-committee had studied the issue, and it went to the Lieutenant Governor. The Centre raised queries, the government answered them and forwarded the decision again, and it remains pending. He said the government is told that security and law and order rest with the Lieutenant Governor and the rest with the elected government, and he asked why the Revenue Department and its officers are then kept outside its domain.

He also spoke of institutions that once had a place in the elected government's domain. The Academy of Art, Culture and Languages now come under the Lieutenant Governor. In the universities at Awantipora and Rajouri, the Lieutenant Governor is Chancellor, and the Chief Minister, who held an ex-officio role under the earlier arrangement, now has none. He asked what the problem would be in giving that role back.

None of this is a matter of principle alone. These are files waiting on desks, and people waiting on those files.

*THE LETTERS TO THE SPEAKER*

The most striking part of the speech was about two letters. The Chief Minister told the House that the Chief Secretary and the Law Secretary had written to the Assembly Secretariat asking that the resolution not be taken up. The letters reportedly arrived three days after he moved it, when the House had already admitted it.

He is the Chief Minister and also holds the Law portfolio. He said he knew nothing of the letters and did not know on whose instructions they were sent. A Chief Minister moving a resolution, he said, and his own law secretary offering an opinion on it, could only happen in a Union Territory. The Speaker said he took no notice because no minister had approved them. BJP members who defended the officials said the matter is before the Supreme Court. A PDP member has since given notice of a privilege motion against both officers, and I raised the matter in Zero Hour on Wednesday.

An Assembly does not take direction from its own secretaries on what it may discuss. In a State, no official would try it. That one did here, and without his minister's knowledge, is the clearest picture of the real balance of power.

*A DISEMPOWERED LEGISLATURE*

For two years this House has met, debated and passed laws. But it cannot legislate freely on the subjects that matter most to people, it does not control the police, and it has little said over the officers who run the administration it is supposed to oversee. That is representation without responsibility. It should trouble every democrat, and not only those from Jammu and Kashmir.

I said as much in the House on September 21. I said the legislature itself has been left without power, and that this is why people feel let down. I said the rights of ordinary citizens have been curtailed and arbitrary decision-making has grown since 2019. People voted in 2024 believing that an elected government would be able to answer them. Two years on, many feel the vote was treated as an event to be managed and not a mandate to be honoured.

*SECURITY WITHOUT CONFIDENCE*

The administration points to lower incident figures and visible calm as proof that security has improved, and in some respects it has. But security counted in checkpoints, verification drives and surveillance is not the same as security built on public confidence. The two get confused, and the confusion has a cost.

The events after the killing of a police head constable in Anantnag on July 22 showed this. The killing was condemned by everyone, including the Chief Minister. In the hours and days after it, thousands were reportedly picked up for questioning across the Valley, and the homes of two men suspected of involvement were demolished the next morning, before any trial. The Chief Minister himself said that mass detentions and demolitions would not help restore normalcy. Accountability for violence is necessary and nobody disputes that. But it has to be kept apart from collective punishment, which strikes families who had no hand in the act and is very hard to undo once a house has been razed or a young person has spent a night in custody.

The same anxiety runs through the verification system. A young person who fears that an old case against a relative, or a flag in some record, will cost them a job or a passport does not feel safer for the extra scrutiny. They feel watched. Political parties, my own included, have repeatedly found that routine meetings of office-bearers need permission that is neither granted nor refused until the day has passed. A democracy is also defined by whether citizens can organise and speak without first seeking an administration's clearance. Trust has to be built deliberately, through transparent processes and visible restraint, and cannot be assumed from the absence of unrest.

*JAMMU HAS NOT GAINED EITHER*

The BJP says it too wants statehood and objects only to the reference to autonomy. Its members also moved to remove the Speaker for allowing the resolution. Whatever the argument's merits, it turns a demand for statehood into a quarrel between regions. The BJP wants this to look like Kashmir against Jammu. It is not.

People in Jammu were told after 2019 that the change would benefit them. The Darbar Move, the 149-year-old practice of shifting the government between Srinagar and Jammu, was ended in 2021, and Jammu's traders shut their markets that year. Their complaints included mining contracts going to outsiders, liquor shop auctions that left local vendors out, and large retail chains that small shopkeepers cannot match. Officers from outside the cadre hold key posts. Under the 2020 domicile rules, anyone with 15 years of residence can apply for a domicile certificate, and many in Jammu worry about land and jobs. Attacks in places like Reasi and Kathua have unsettled areas that had been quiet for years.

The people of Jammu have lost the same thing as the people of Kashmir, which is the ordinary right to be governed by those they elect. That is true whatever one thinks of 2019.

*THE PROMISE*

The promise has been repeated by those now asking for patience. The Home Minister told Parliament in August 2019 that statehood would be restored at an appropriate time. The Supreme Court in December 2023 directed that it be restored at the earliest. During the 2024 campaign, rallies in Jammu and Srinagar were told that statehood would follow the elections. The elections were held and a government was formed. Two years later there is still no date.

*WHAT MUST HAPPEN*

The demand for statehood must come with one voice, from Jammu and from Kashmir, and from parties that disagree on much else. It is not a favour to any party, as the Chief Minister said, and it is not a concession to one region. BJP members sit in this House on the votes of people in Jammu who live under the same arrangement.

The Centre can debate Article 370 and autonomy for as long as it likes. Statehood is a separate matter, because it was promised in Parliament and from public platforms and the highest court has directed it. Whatever the decision on those larger questions, the minimum that can be done for both regions is to give back full statehood, and to say when.

Chaudhry Mohammad Sarwar, alias Abu Hashim, a founding member of Lashkar-e-Taiba (LeT), died in Lahore, Pakistan, on Sunday, October 18, 2026.

According to reports, he fell from the fourth floor of Markaz Qudesia, a significant LeT-linked religious complex in Lahore.

Sarwar was reportedly handling LeTs financial operations and fundraising activities in Punjab under the banner of the Pakistan Markazi Muslim League (PMML), the groups political offshoot.

He was a close aide of LeT chief Hafiz Saeed and current deputy chief Saifullah Kasuri.

In 2016, the US designated Sarwar as a terrorist over his involvement in LeTs fundraising and financial network.

According to the US authorities, he had served as LeTs Lahore chief since at least January 2015 and maintained links with senior leaders of the organisation.

The incident recalls the death of fake-currency kingpin Javed Khanani, who died after falling from an under-construction building in Karachi in December 2016.

*The Bogey of Communist-Islamist Machinations*

Communists have always been a thorn in the flesh for the rightwing. It therefore comes as no surprise that the October 11, 2026 issue of

the Organiser, the RSS mouthpiece, has once again resorted to the familiar tactic of attempting to falsify history and attack communists in furtherance of its communal agenda.

The Editorial of the weekly, while eulogising Ashok Singhal on his birth centenary declares that The Communist-Islamist machinations on the intellectual front was the biggest hurdle to Ram Mandir reconstruction. In its attempt to defend the indefensible, the RSS seeks to discredit those who questioned its historical claims, challenged its communal mobilisation and defended the secular foundations of the Indian Republic.

This canard is an attempt to substitute insinuation for historical evidence and communal prejudice for reason. The Communists all along held that they are not opposed to the construction of a temple. What we had objected to was the destruction of a mosque for the building of a temple. We continue to maintain that the movement for the construction of the temple at Ayodhya at the very spot where the Babri Masjid stood was born more out of communal politics of the

RSS/BJP than out of religious sentiments, which they sought to exploit.

There is a world of difference between respecting religious sentiments and endorsing the political project of converting a religious symbol into an instrument of majoritarian domination. Those scholars who have developed Indian historiography as a modern social science based on scientific evidence examined the evidence concerning the claims over the Babri Masjid site questioned assertions that could not withstand scrutiny. To portray such scholarship as a conspiracy is to suggest that historical research is legitimate only when it validates the RSS's viewpoint.

It needs mention that the Supreme Court in its November 2019 judgment in the Ayodhya title case, even while awarding the disputed site for the construction of a temple, characterised the destruction of the Babri Masjid on December 6, 1992 as a violation of the rule of law.

The attempt to portray the Communists as allies of Muslim fundamentalism collapses when examined against their actual political record. It is an established fact that Communists have consistently opposed religious fundamentalism of all hues. Apart from majoritarian communalism, Communists have also resolutely opposed both Muslim fundamentalism as also Khalistani separatism. Over 200 communist party workers and sympathisers were martyred in Punjab at the hands of the Khalistani extremists. Many of our comrades were killed in Kashmir for taking a stand against separatists in the valley.

The Communist position was not to conflate Sikh identity with Khalistani extremism. It was to defend the rights of Sikhs and Punjabis in general while opposing those who claimed to speak for the entire community through violence. It also opposed the Congress

government and its opportunistic handling of the Punjab crisis, including attempts to use extremist elements for short-term political

advantage.

We also incurred the wrath of Muslim fundamentalists at different points of time. The controversy surrounding the Shah Bano judgment provides a telling example. In 1985, the Supreme Court upheld a divorced Muslim womans right to claim maintenance under Section 125 of the Code of Criminal Procedure. The subsequent campaign by conservative Muslim religious leadership against the judgment pressurised the Rajiv Gandhi government into enacting the Muslim Women (Protection of Rights on Divorce) Act, 1986. The Communists did not accept the argument that the interests of the Muslim community could be represented exclusively by its conservative religious leadership. We opposed the Bill and faced the ire of Muslim fundamentalists.

Likewise, opposition to caste oppression, untouchability, patriarchy and religious obscurantism is not hostility towards Hindus. The RSS, however, prefers to erase these distinctions. By labelling every criticism of Hindu communalism as pro-Muslim, it seeks to make its own political programme immune from scrutiny.

This hatred for communists can be traced back to the freedom struggle. It is also necessary in this connection to make a comparison of the role played by the Communists as opposed to the one played by the RSS in the freedom struggle.

The role of Communist freedom fighters in Indias independence struggle is well documented. All nine founding members of the CPI(M) Polit Bureau were freedom fighters who spent long years in British jails and subsequently faced imprisonment under Congress rule. Com. A.K. Gopalan hoisted the national flag on August 15, 1947, in Cannanore (Kannur) jail, where he was imprisoned by the British. Harkishan Singh Surjeet who was still in school was arrested in 1932 for pulling down the Union Jack and hoisting the Tricolour in Hoshiarpur, Punjab. The Cellular Jail in the Andamans bears testimony to the sacrifices of Communists and revolutionaries.

The RSS, by contrast, purposefully stayed away from the freedom struggle, concentrating instead on communal mobilisation. Its sole

claim of a connection with the national movement rests on V.D. Savarkar, whose dubious record exposes the hollowness of this claim. Historian R.C. Majumdar documents Savarkars mercy petition of November 14, 1913, seeking release from the Cellular Jail. Savarkar promised to become the staunchest advocate of constitutional progress and loyalty to the English government, declaring that he

abhorred the methods of violence employed earlier and would uphold law and constitutional methods (Penal Settlement in Andamans, pp.

211213; Frontline, April 7, 1995).

Thereafter, Savarkars politics was directed primarily against the Congress and Left-led movements rather than British rule. As Hindu

Mahasabha president, he ensured that the Quit India Movement of 1942 received no support from his organisation and called upon Hindus not to participate. He instructed Hindu Sangathanists holding government positions to remain in service and perform their regular duties (Amba Prasad, The Indian Revolt of 1942; A.G. Noorani, Frontline, December 1, 1995). The Bombay Home Department itself recorded that the RSS had refrained from taking part in the disturbances that broke out in August 1942 (The Brotherhood in Saffron, 1987).

RSS-Jinnah-Ideological Convergence The two-nation theory, which helped pave the way for Partition, was not the exclusive creation of Mohammed Ali Jinnah. Savarkar had articulated it earlier. Addressing the Hindu Mahasabha in Ahmedabad in 1937, he declared: India cannot be assumed today to be a unitarian and homogeneous nation, but on the contrary, there are two nations in the main; the Hindus and the Moslems (Samagra

Savarkar Vadmay, Vol. 6, 196365).

In 1939, he reiterated that Hindus constituted a nation in their own right. When in In March 1940, Jinnah similarly argued that Hindus and

Muslims were two nations whose union in a single state would lead to discontent and eventual breakdown, Savarkar subsequently declared that he had no quarrel with Mr Jinnahs two-nation theory, affirming that Hindus and Muslims were two nations (Indian Annual Register, 1939 and 1943).

M.S. Golwalkar in We, or Our Nationhood Defined conceived India primarily as a Hindu nation where national identity was derived less

from constitutional citizenship and more from cultural belonging. This distinction is fundamental. Ambedkar critically analysed the claim that Hindus and Muslims constituted separate nations and considered the political consequences of defining nationhood through religious identity. Ambedkar was categorical:

Strange as it may appear, Mr. Savarkar and Mr. Jinnah, instead of being opposed to each other on the one nation versus two nations issue, are in complete agreement about it. Both agree, not only agree but also insist that there are two nations in India one the Muslim nation and the other the Hindu nation. They differ only as regards the terms and conditions on which the two nations must live.

In fact, while addressing RSS cadres in Bombay in October 1947, Golwalkar declared: I owe my love for Sangh to Mr. Jinnah. He

accepted the linkage and acknowledged how they complemented each other. (Shamsul Islam: Golwalkars We or Our Nationhood

Following Gandhis assassination, the government banned the RSS on February 4, 1948. The ban was lifted on July 10, 1949, following negotiations in which the RSS agreed to function as a cultural organisation rather than participate directly in politics. It subsequently helped establish a political vehicle under its influence. In 1951, the Bharatiya Jana Sangh, the precursor of the BJP was founded.

The BJP, the political successor of the Jana Sangh and the principal political instrument of the RSS, having acquired state power, seeks to

transform Indias secular democratic republic into an intolerant Hindutva Rashtra, undermining the constitutional principles of

liberty, equality and fraternity.

The demolition of the Babri Masjid demonstrated the dangers of allowing religious mobilisation to override constitutional obligations. The subsequent normalisation of majoritarian politics has further weakened the distinction between the state and religious

majoritarianism.

Indian secularism was never based on denying religion, its space. It was based on the separation of religion and the State. The Hindutva project seeks to redefine this plural nation through majoritarianism, in which Muslims and Christians have to repeatedly demonstrate their patriotism.

The RSS cannot hide its divisive role in Indian politics by repeatedly levelling false and unsubstantiated allegations against the

Communists. But it would be foolhardy to expect anything else from the ardent followers of Joseph Goebbels.

*FALSE FORM-7 OBJECTIONS CAN LEAD TO UP TO ONE YEAR IN JAIL: UP CEO*

UTTAR PRADESH |Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa has directed election officials to strictly implement Election Commission of India (ECI) guidelines on objections seeking the deletion of names from electoral rolls.

*1. LEGAL PROVISION SECTION 31*

Section 31 of the Representation of the People Act, 1950, criminalises making a written statement or declaration in connection with the preparation, revision or correction of electoral rolls, or the inclusion or exclusion of an entry, when the person knows or believes it to be false or does not believe it to be true.

*2. PUNISHMENT*

A person found guilty under Section 31 may face:

Imprisonment for up to ONE YEAR.

A fine.

Both imprisonment and a fine.

*3. WHAT IS FORM 7?*

Form 7 is used to object to the inclusion of a name in an electoral roll or to request the deletion of an existing entry on prescribed grounds, such as death, permanent shifting or other applicable grounds for exclusion.

*4. ACTION AGAINST FALSE OBJECTIONS*

According to the UP CEO's reported directions, if an Electoral Registration Officer (ERO) finds, after inquiry, that a Form 7 objection contains a false declaration, action should be initiated against the applicant under Section 31.

*5. WHO IS RESPONSIBLE?*

The person making the false written statement or declaration may face legal consequences. The relevant facts and statutory requirements must be established; merely filing an unsuccessful objection does not automatically establish a criminal offence.

*6. ELECTION OFFICIALS UNDER INSTRUCTIONS*

The UP CEO has directed District Election Officers and Electoral Registration Officers to follow ECI guidelines strictly while investigating and disposing of Form 7 objections. The directions follow instructions issued by the ECI on October 9, 2026.

*7. WHY THIS MATTERS*

False objections can threaten the voting rights of eligible citizens. At the same time, genuine objections are an important part of maintaining accurate electoral rolls and must be considered fairly.

*IMPORTANT LEGAL CLARIFICATION*

Section 31 does not require every rejected Form 7 application to result in prosecution. Its wording covers written statements or declarations that are false and that the person knows or believes to be false, or does not believe to be true.

The statutory maximum is one year of imprisonment, a fine, or both. This is the maximum prescribed punishment, not an automatic sentence in every case.
